Powersupply for Aleph P 1.7

I will make this powersupply for my Aleph P 1.7:

I have read many posts but I don't understand the point of the NTC.
Can any tell me what's the point with the NTC-resistor?

The thermistor is used to connect the circuit signal ground to the
chassis and AC Earth. The thermistor provides some resistance
to avoid ground loops, but conducts well enough for safety,
and in the event of high current, it reduces its impedance as
it heats, so that the fuse will blow first.
