someone to rack a pre amp

There doesn't seem to be a lot of interest here. Maybe you
should try the metal workers over in the chip amp forum.

If the modules are Neve/Telefunken etc. Look in the back of MIX magazine. There are at least half a dozen companies offering pre-made rack panels for those, as well as harnessing and power supply. If it's not some of the 'cool' modules Try Markertek. They have custom rack panel service, with a 19" frame and blank plates, or prepunched for various connectors. They offer a custom punch for 8.00 per punch per panel. If they'll do odd sizing, might be one way to go.
