I'm not certified on advanced Duck tape "how to" - but there is a lot of info on da 'Net as to various ways to use da stuff. Same goez for da cling wrap too.

If brianco reads something in his newspaper abut your neighbor being found wrapped up in da cling warp and Duck tapped to a utility pole - well even dummy's like us can figure that one out......

Sorry quote from post 5443

Nah just twist neighbour arm behind back
Make him walk to post

Get leg around post till ancle is behind ather leg knee joint

Push neighbor down so leg trap other leg

And walk off

wait for friendly neighbour dog to lubricate utility post
Only then neighbour can slide back up utility post.

You seem to have this very well thought out. I'm thinking that you have experience with this either asa cop - or some dog found you wrapped around a pole once upon a time.
