Yes.Assume that you will able to get a DVD player decoder board with IDE interface.Many old and bulky DVD players do use this kind of set-up,where the decoding chipset are from ESS Tech or Zoran.

i have 1 vcd decoder board from vcd player with ess chip, but not use IDE, can i use this on my cd-rom as vcd player

No!

The CDROM need to communicate with the decoder board,but CDROM can only communicate with the outside world through IDE interface.
