does film caps have "ripple current rating"?

Yes, they do, if they are intended for high current service.

The films are usually rather small so in order to get large currents you must either have high voltage or high frequency or both.
If you plan to run 100 kHz square wave, 100 volts peak-peak then you will have to look at the power rating also. If you check for instance an Electronic Concept capacitor you'll see a totally different building style with thick wires.

bypass caps in on the output of a linear regulator. the regulator is supplying 2.5+A to the connected circuit.
