Default does this russian teflon still works?

I was reading this russian teflon tweak (http://www.moxtone.com/PTFE_COND.htm) which I originally found in diyaudio. It's in Hungarian I think but the photos should be easy to follow.

Since I don't have a vice and I have plenty of teflons, I decided that maybe I can remove the black epoxy sufficiently to expose the internal wiring.

But the solid lead seems to be quite deep and when I pulled it with some force, it came out and out came the internal stranded wire.

Does anyone think the cap is still working? thank you.

I the force I exerted has from side to side to loosen up the solid lead. and when I was pulling it out, the force is lesser.

Hi:

The site is in Croatian but nevermind. The point of the tweak is not in exposing the internal wiring but in removing the metal shielding and replacing it with something mechanically more inert (cardboard tube from a roll of paper towels in my case). It's possible that the cap is still working, though.
