Default Oscilloscope use.

I am checking a clock OSC (hex inverter) for output with an oscilloscope. Please help. What settings on OSC? I have been reading tutorials but I need to check this IC now. Pin 8 output AC or DC? What range?

When I first checked pin 8 with DVOM, I had supply voltage and .1 kHz. I wasn't sure whether meter was good enough for test. I tried with Osc (no experience). Prior to testing I used function generator to set my range and voltage on the Oscilloscope. Upon testing pin 8. My horizontal line raised in response to power up synth. I could not get a waveform. Does DC not have a waveform? Did my meter show my suspected shorted IC?
