Does it make sense to use a small amount of thermal grease with Silpad 400's?

No. The whole point of such pads is that they are conformal - or, to put it less technically, they squidge into all the crevices. Thermal grease isn't a good heat conductor, but it's better than air, so we use it if we suspect that there might otherwise be air.

I figured it would be also conformal to the light, subtle, woven texture of the Silpad...

Agreed, there's a texture to the Silpad, but if you use one and then undo the device from it, you'll find that no texture remains.
