Is it possible for the home constructor to manufacture paper in oil capacitors?

Hi,
I would think its easily possible 4 problems as I see it, solve them & your nearly there. p1, attaching leadout wires that do not deteriorate with time. p2, determining max voltage - safely. p3, tolerance p4, sealing them up to prevent leakage and to prevent contamination getting in.
