I have 2 switching type power supplies, one is 12V 12.5A and the other is 5V 10A
i want to use them together to power a small motherboard which only requires 12 and 5 volts. it is for a small totally fanless PC
i was thinking of just powering them up and making sure there is no voltage differential between the 2 grounds before connecting them together is that enough to make sure it is safe? otherwise i could use a regulator off the 12V one, but i would prefer not to.

Try measuring the resistance between the two grounds.
That normally works just fine.
When I do this, I usually connect a 10ohm resistor (to limit the current) between the two and measure the current flowing.
