Default question about Linkwitz transform

What logic gate do I use to built this circuit. I'm thinking it's an OR gate, but I could be wrong. Here's a picture of the circuit.

haha..Im so dumb, I just answer my own question. It's an TL071.
Another question: What goes into the +VCC and -VCC of the chip. Is it like a 12DC or do I even need to hook it up. Here's a picture
