Default Bipolar PSU capacitor

In power supplies with + and - rails, sometimes I've seen schematics where a capacitor instead of going from the rail to ground, goes between the two rails. What's the difference, and which is the best practice?

Default Best Practice

Best practice is to use two caps, each connected to ground. A signle cap does not give you a low impedance ground path and most all electronic circuits depend on the power supply acting as an AC ground.
