ok, the issue is my parents home computer. i recently got my father a TV tuner. an ATI Radeon All in Wonder. the output quality is acceptable, he isn't demanding studio quality. but the input from cable is bad. he often complains of the grainyness and verticle lines across the screen. in anycase when i moved the cables around near the computer, the reception got better. he seems to favor the slide on adaptors so the computer can be moved...
there is also a splitter to a cable modem nearby. any adivise on cables or setup? budget isn't high, and really, the results don't need to be spectacular, just on par with the other household TV.
