Default ONSemi samples...

Well I needed a ton of transistors for my lab... Mostly Ive just bought them from local stores but they are fairly expensive and sometimes I get fakes... Only from ebay..
Now I ordered samples from ONSemi and paid 20 bucks for shipping.
Everything is fine but they pack 5 of the same type and ship it right away..
And then next 5 and again next 5... Thats waste of money. I got time to wait for them to pack all in one package even if it takes entire month.

Thats quite strange isnt it?

Many of the manufacturers do this. It depends on which warehouse the samples are at. Other manufacturers contract the sample shipping to digikey (you can tell because it ships from Thief River Fall).

Now you know, so any future time you order samples, you can ask that they all come at once.

Or perhaps just purchase them from a distributor?

Some vendors stopped sending samples to privates because of this...

Because of what? He paid for shipping, he didn't appear to order excessively.
On top of that many vendors don't care at all. Look at TI/National they are very generous sending you samples. I have a feeling they treat it as a form of very directed advertising. People use TIs stuff in their projects, the projects go on forums, the word spreads about the items used. The people building the projects use the TI chips, then use TI chips in their own projects. Students that use TI chips, use TI chips later in designs as an employee. They, and MANY other manufacturers, understand it keeps them relevant. Some manufacturers charge for shipping (the major outlay of cost many times) which to me is completely acceptable.
