ON NJL3281D any good?

Used as a common emitter single-ended output stage, are these comparable to the Toshiba 3281? Better than an MJL21194?

Both are perforated emitter devices and have essentially the same specs. The MJL21194 has a much lower Ft of 4MHz, but may be slightly more rugged. I'd use any of them.
