5% is unlikely, the rest seems reasonable.

Organic electrolytic capacitors, as this one is, have a tolerance of +50 - 20% and yes you have the correct value.

So....Would it be wise to change out with some Panasonic FM's that I have on hand?
I have not even fired this thing up yet, it's in a digital volume control but I suppose better quality caps are never bad.

Short answer: no.
I very much doubt that they are in the signal path or even remotely close to it.

If they are not leaky, why change them? You cannot improve the device with "better quality" capacitors.
They smell of fish when they are leaky.
