DC blocking? As opposed to low freq blocking, as in the most baic of crossover circuits? Some compression drivers even came with a protective cap for that reason.

Yes, its just there as a protective cap against DC. Crossover is active at 7K.

It would have to be high impedance for 18nF crossing at 7kHz, about 1k2.
Is this a piezo?

It is an 18µF/10%/200V film cap.
The value is consistent with the DC blocking function and the size.

Elvee means it's pre JIS C revision, as the compression driver was manufactured in the late '70s, early '80s.

The K is not the multiplication factor, but tolerance number, +/- 10%.
Last marking on the bottom line is the logo of the company, btw.
18uF mylar cap.

That makes more sense. 18uF is possible in that size
