CIE DVP-812 regulated power supply - anyone heard of it?

Hello, I have (well just bought) a used power supply i took a chance at buying it because they seller said "it works" nope that was false, when i got home to actually testing it i put the vom leads on the output and it's putting out 22.56vDC when its suppose to put out 13.8vDC at 8 amps. I originally needed this for car amplifier repair i know its not enough current for them but for trouble shooting, etc. I popped it open and i measured the continuity on what i believe are the switching output transistors? On the first two legs i get a reading of .243 on diode check and the other leg just reads 0.001 and same goes for the other.

The model of the power supply is CIE DVP-812 8 AMP REGULATED POWER SUPPLY. I tried searching for it but i could not find anything on this power supply. Could those two transistors be causing that?

Heres what the transistors look like.

Also there is no codes on the transistors.

Can the mods move my thread to power supplys or solid state? where i'm probably bound to get some help if anything. I just need help identifying the transistors. I can't tell if they are FET or BJT......most likely BJT but not sure.

Can you list any IC numbers and power transistors on the main PCB?

The PSU's like this I have at work are linear (LM723) and use an NPN pass transistor (2N3055). They can't take shorts.
