Default PET and PVC Capacitor Sleeving Options

I've noticed that now Panasonic TS-UQ capacitors (and other lines) are available in two configurations:

PVC with Top Plate
PET without Top Plate

I'm planning on putting a pair of these in series (thus floating one capacitor at 400v or so) and want to make sure that the cap itself remains isolated. Which option would you recommend? I'm assuming the PET is a new RoHS requirement, but I wasn't sure which of the "Top Plate" option would be preferable here.

silly me for asking a safety question. Any idea if they sound any different after 1,000 hours of burn-in?

Well surely on a pure safety basis the lack of top plate is the one to go for? Why don't you try measuring continuity between cap legs and top, as I'm pretty sure the top is isolated anyway.
