Default peelable solder mask

I picked up tube at a electronic surplus store.
I'm not sure what to do with it. (it was an impulse buy)

Any clues?

When stuff is wave soldered, any holes that mustn't be soldered are filled with that goop first. Like if some parts have to be hand-soldered later.

What to do with it? My first thought was to use it like a stencil or silkscreen mask. Or squirt it on things as a joke. It looks kind of like boogers...
