I found a nice 17" monitor which is broken. I tried it yesterday, so maybe some caps in it are still charged.

How long does it take for them to dischage? Is it really dangerous to work on this thing?

The power supply caps should be well discharged by now.
The CRT actually has a high voltage capacitor which is formed by the CRT's outer coating (aquadag - a graphite waterbased paint), and the inner coating. This can stay charged for days, (even weeks when they used valve HV rectifiers). It's unlikely to give you much more than a jolt by now. The consequences of your recoil are more of a problem than the shock: Dropping it, or grazing your hand etc.

The reflex action from the jolt is far more dangerous than the jolt itself. The consequences of throwing a tube at the floor can be very unpleasant...
