Smile HOW to judge whether the amp is well ?

Hi ,Now I feel confused.How to judge whether the amp is well ?

Some teach me that judge whether the amp is well constructed by turning off the source and listen for noises from the amp. Is it right?

Is everyone have any opinion ? Any comments by return will be much appreciated.
