Is it a stereo or mono jack on the Rotel? If it is stereo, Xantech has a model with a 3.5mm stereo plug, tip=IR, ring=GND, sleeve=+12V. I would suggest checking if the Rotel's jack has +12V across the sleeve and ring. If the sleeve and ring are shorted (i.e. a mono jack), then it is most likely an IR input jack, usually tip=IR, sleeve=GND. If this is the case, a connecting block will be needed to give power to the IR sensor.

The 3 pin IR receivers will remove the carrier frequency from the signal. If necesary, it can be re-inserted using an oscillator, such as a 555 timer. The attached diagram is one way to get you going. If the Rotel does not need the carrier, the circuit can be made much simpler.
