Default Capacitor voltage ratings

This may be a silly question.....

If a schematic calls for, say a 0.47uF 100V cap, can I substitute for a higher voltage rated cap - say 0.47uF 630V??? - I assume this is safe, but will it adversely affect the circuit, or cause any issues??

Is the rule of thumb to meet or exceed the voltage specification in any case??

No problem with exceeding the voltage requirement. Yes, meeting or exceeding the voltage requirement is good practice. The only downside is $$ and/or size of the higher voltage rated caps. Sometimes they are difficult to fit into the existing space.
