Passive crossover capacitors

What sort of caps should I be looking for?

I have access to thousands of military components.

I have access to a autoranging HP LCR meter, what is the acceptable disapation factor for a crossover and at what frequency should I use for the reading? 120hz, 1khz or 10khz?

I have large paper/oil caps 4uf @ 2000v that has a disapation factor of 0.015 @ 1khz are these good to use?
