IMO, I would think 75pf and 1000 volts.

Maybe you can find the schematic somewhere (online maybe).

Not sure what SEC means but S is 22% tolerance. You need a more clear answer on that because who knows, SEC might be a manufacturer code.

BTW, what did you use to get a close up picture with that much detail and that sharp and so close?
 
This part is a spark gap rated for 1,000 volts. As stated above, it to protect the circuit against surge voltages (greater than 1,000 volts). However the capacitance for this part is extremely low .75pF. Under normal operating conditions (no surges) this part has essentially no effect on the circuit. Also as stated above these parts rarely fail. One thing that can cause a problem is if debris or dirt gets into the slit (gap) causing a leakage path. You can clear out an foreign material by simply running a piece of paper through the gap.
