Does anyone know whether the dielectric constant of phenol paper PCB is lower than that of fiber glass PCB? How is it compared to FR4(4.2-4.6)?

Maybe this web page of material dielectric constants will help give you an idea.
http://www.asiinstr.com/technical/Di...0Constants.htm While I can't say for sure, it seems like the dielectric constant of phenol paper would be about the same as FR4 but may vary more over temperature.
