ID a cap?? Jacco?

Google turns up almost nothing helpful. Can one of you guys help ID this thing. Looks like a stacked film cap to me but?? It is made from a block of alu and reads C65280-A45-B11 Niebling Gmbh. Any idea how to extract the specs from the part #?

Not a capacitor, looks more like a sealed coil.

Niebling is a power electronics company that predates ww2, don't think they ever were in capacitor production.
Just DIN code labelling is not enough for a capacitor, Germans are as thorough as you can imagine.
Tried measuring the resistance ?
 
A sealed coil? Hmmm now that you mention it the bottom machined surface was bolted to the chassis as if it wanted to be sinked. I've only tried measuring capacitance with my fluke - to no avail... I'll check R when I get home.

I knew jacco the parts guru would have something useful to say
