Hi ! I wanted to build a graphic equalizer http://sound.westhost.com/project84.htm like this. However i am confused by the schematics on this page. Can anyone tell me if Fig 1 is the actual circuit or the Fig 2 ?

You need to build one of the circuit in fig.1 and as many of fig.2 as you want/need (you get 2 bands per copy of this circuit). All points marked "CUT" are connected together, likewise for "BST" and "SIG".
