Default LEDs on a power line filter

I have got a G&W TW-03 power line filter.
It has two LEDs, one marked "Phase display" and the other marked "Grounding display". When all my devices are connected to the filter, both LEDs are on.
I don't know the meaning of those LEDs.
Does anyone know?
