I have been asked by a friend to look at options for delay circuits or devices.
This is for PA announcer intelligibility when using distributed horns.
Currently he uses a delay device based on a microcontroller, but its slightly limited in delay time, and slightly limited in frequency response. Not that frequency response is all that important, but a bandwidth of 400-8khz would be a good goal.
I'm just wondering what DSP options can fulfill this task?
Can miniDSP or similar process a simple delay of upwards of 1/4 s to 1.5 seconds?

Don't reinvent the wheel, there are existing commercial products for that exact purpose and more.
The above suggestion of a Behringer DCX is a good one. The DCX2496 has six programmable outputs, which ought to be enough for you. It has many capabilities beyond signal delay.
