Hi I'm not sure if I would call this a DIY project, but I'm sure you guys can help. I was going to put new speakers in an old cab, and I may very well go back to that plan; however, buying monitors might turn out to be cheaper that making my own cab. There is this company on ebay that sells them very cheep with hight shipping rates. like this one:

Do you guys think this is a scam? Also "Power Handling Capabilities: 600 Watts RMS to 1200 Watts Maximum Each" Is confusing to me. I don't understand this range business.

I don't mess with epay, but it sure seems like a scam to me. I mean when I click on any of the 'buy it now' buttons it returns zero availability on all of the items I clicked on in their 'store'. Regardless, if it sounds too good to be true, it usually is, so caveat emptor.
WRT power handling, a speaker has to be able to handle transient peaks (high power) as well as music program, so the lower number is the highest average long term power handling and the higher one tells you its dynamic headroom for transients (only 3 dB in this case, barely adequate). Unfortunately you can't just look at it to tell, so many disreputable folks list bogus numbers since it equates to a higher quality build, if not sound quality beyond being louder.
In this price range for your app, these should suffice and most likely of a superior quality than the ebay units (assuming they even exist), not to mention has free shipping in USA and currently in stock: http://www.partsexpress.com/pe/showdetl.cfm?&Partnumber=248-642

Whilst I do not doubt the honesty of that ebay retailer generally
you do get what you pay for, and cheapo no-name you've ever
herd of PA kit is a false economy.
You want decent drivers with a proper crossover and the ability
to get replacement parts if ever needed, though with decent
quality stuff unless is used continuously usually not a problem.
on a budget i'd go for something like :

The prices for the Behringer speakers are insane. How can they sell them so cheaply?
It's interesting that they crossover so high. At least that is higher then I'd want to take a 12 or 15". Maybe it's a power handling requirement. A lot of pro stuff seems to be like that. One of the reasons they often sound rough.
