Driver (speaker) for voice intelligibility

Can anyone recommend a driver that could allow building a speaker with exceptional voice intelligibility?

The speaker will be used mainly for radio reception so in addition of the above, an acceptable performance for music over the limited bandwidth would be welcome.

What SPL, size (enclosure), and budget requirements are there?

Also, how wide a range (angle) must it perform for?

I am not much concerned with SPL, sensitivity in the 88-95 dB/m/w is fine.

I would prefer smaller enclosure, I was thinking about a driver 7 inches maximum.

Budget, do not know less than $400?

Your best bet for maximum intelligibility would be a good full-range. Given that you want some bass my 1st choice would be Fostex FE127e (modified), 2nd a set of CSS FR125s.

Depending on the set of compromises you need to make there is a large number of possibilities.
