Hi,
Is it possble using speakers in and out of phase inside my room to reduce the volume level of the sound outside the room but keep it the same inside? |

It's theoretically possible.
It's difficult and expensive in practice. |

Speakers with a dipole or cartoid radiation pattern may be worth looking at, as well as things like controlled directivity horns etc.
