What is the best way to mount drivers with the magnet facing outwards in order to get a good air seal at the edges, and have a secure connection for the driver to the enclosure?

Er... the same as mounting them the 'right way round', but from the other side of the baffle?

the speakers i am looking at have a steel lip, screwing them from that way round wouldn't get a very good air seal at all, i am looking for suggestions to prevent air noises etc

Cut cork tiles to fit in the gap between the surround and the metal rim. Depending on the depth, you may need one or two layers.

A small bead of silicon caulking all the way around makes a great seal.

would the chalking hurt the driver whilst drying?, or can it be put down thinly, and left to dry before the driver is put in place?

May I ask why do you want to reverse mount a driver anyway?

The driver will be placed in a horn and the only way to screw it in is from the rear. Sometimes people put drivers in a push pull configuration to cancel out some types of distortion as well.
