I have a hi-pass network design with two 4.5ohm resistors making a l-pad. can I use a 3ohm and a 1.5ohm to equal 4.5ohms or do I need an actual 4.5 ohm resistor.

Yeah if they are in series, 3+1.5 = 4.5
