Zaph Audio has several excellent high bang-for-your-buck bookshelf designs, including a mini-monitor using Audax drivers.

And let's not leave out the venerable Mr Dennis Murphy who offers several very nice and well documented projects in your price range. For a first project I might recommend his revisions to the Parts Express BR-1 kit. By itself the kit is fairly nice (and the price is great - $139 for everything including a nice enclosure AND shipping), making the crossover changes recommended by Dennis will take it from a basic budget speaker to a real low-cost contender for about $40. So all told, about $180 and you won't have to build the enclosure which can be a huge pain if you don't have the tools and can be much more expensive than one would think.

He has some other excellent designs in your price range as well, as does the aforementioned Zaph.

MurphyBlaster Revised crossover for the BR-1

Good luck.
