Pretty much. Why?

The surround construction looked pretty unique to me... Then again, I haven't seen very many of them.

EDIT: They make a compression driver that operates from 15Hz to 1kHz. :O

What part of the diaphragm? That is a replacement for a Western Electric 555. It's the only one I know of besides maybe some of the Japanese exotic stuff that uses that 2 section diaphragm shape, but lots of the old Altec drivers have a tangential surround. More common is a simple dome with some sort of surround. Common surrounds are tangential, half-roll, diamond, and flat plastic of some sort.

Only with an appropriately sized horn.

For 15hz you'll only need one thats about, off the top of my head, 80ft long

Just making a driver that operates that low boggles the mind. I wonder what the Fs is...

All drivers operate that low. At least any will respond to that frequency. Its more a matter of efficiency and maximum output

Yes, but a compression driver operating that low has an extremely low power handling.

Actually, it would 'only' have to be about 39.3ft long. Exit of the driver is 130mm so that sets the throat, 15hz flair, M~0.7, 8'x8' mouth. That's one example. However if you went for a 7hz horn but kept the same mouth size, then you'd hit 84' in length.
