One method would be to create a router template, then create a series of identical, hollow disks and stack them using glue, make two end caps and sand until smooth.
Another could use sonotube or similar (google). |

That page mentions PVC pipe in a couple of places; here's another project that uses PVC pipe in a similar-looking configuration.
