Default Noogie X-over confusion

Okay, so I'm on the Human Speakers site and looking at the crossover for the EPI 250. It shows a 10uf cap in series with parallel 8 ohm tweeters. According to my handy-dandy chart, this should yield a first order crossover point of 4k. But the factory specs say 1800. What am doing wrong?

Does it make any difference if the cap is before or after the resister? The cap will see the series reisistance and not just the 4 ohm tweeter arrangement?

The cap can be before or after. Do you now understand that the -3db point will vary with the pot setting?
