I'd like to know how to get the best performance from a dipole bass unit. In terms of impulse response, whould there be any difference between a heavily EQd low-Q woofer and a high-Q woofer with less or no EQ if both had the same final frequency response in the same open baffle?

No, it wouldn't make a difference as long as you don't eq below it's resonance frequency
