would 299-145 and 279-232 make a good 2 way for cheap? How hard would it be to get pretty flat responce?

You'd spend much more for XO parts trying to make it work than the drivers cost. You'd be better off taking the money and buying a decent extended range driver. Some people like a challenge though.
