I have two speaker cabs that are two way. They are 20" high 12" wide and 9" deep so they are about 1.38 cu ft. They have a port on the back. I would like to know which PE tweeter and 2 way premade xover would you recommend to go with the following speaker? If you have a different 2 way recommend let me know. Thanks in advance.

That bass unit is the wrong thing for the job in a lot of ways. It really wants to be the bass unit in a large 3-way system. Note the low Fs and moderate Qts - it's gonna need a pretty big box, tuned low. Run some simulations in WinISD or Hornresp to see how it looks. The recommended cabinet size is just under double what you have there.
Next up, metal coned drivers almost always have a big peak somewhere in the kHz range, where the cone goes into a mess of bell-mode resonances.
With this driver, that peak is just over 2kHz, and 10dB high, so I'd recommend a steep crossover at 1kHz or below, and still using a deep notch filter to tame that peak. That rules out almost all dome tweeters, except some really expensive ones. You won't find a premade crossover for that, either.
If you've got the drivers and cabinets already, you're welcome to try them. I'd use a 3" full-range unit above that 8", and cross over around 500Hz.

There are a few public 2-way designs which use the Dayton RS225P-8 with a 1500Hz steep crossover to the Dayton RS28F tweeter.
Diysoundgroup offers a 2-way with a SEOS waveguide.
The $192 Marksman uses a paper cone 8" Dayton Audio woofer. The Dayton RS28 tweeter easily installs on the back of the SEOS-8 giving you great off axis response.

Try this with RS225-8 but instead of 10F/8424, use TC9FD and drop R1 to 2.2ohms.

Use a speaker program to calculate the port for RS225-8 in 1.38cu ft box. Optimum recommended is 1.26cu ft tuned to 36Hz. So add some volume filler (bricks) to get the volume right.
Dayton Audio RS225-8 8" Reference Woofer
You will get much deeper bass than the sealed box shown here:
