Agreed that perceived tonal balance can shift with a cap change, and harmonics are likely included here. To have the bass extend lower by changing a tweeter cap is still not likely going to happen in a parallel xover. More pronounced bass? Yes- that can occur due to ESR change and tonal balance shift.
