Attached is a link to a drawing of my speaker baffle with the driver frame locations and the bottom of the mid-range enclosure (the horizontal lines below the mid-range).

The question is should I add a brace below the woofer frame (7" woofer) where there is currently around 3.75" between the bottom of the frame and the top of the bottom or is that close enough to not need anything? Also, would it be more effective to shift the woofer down 0.5" - 1" to tighten up that botom dimension a bit?

BTW the baffle is going to be 1.5" thick.

I typically do that. I would make the brace with a 5" hole in the middle.

I have been doing some testing with braces in small boxes, and your box is small, and I am coming to the conclusion that bracing in small plywood boxes make only a marginal difference at best.
