They look a bit like the Kevlar midrange drivers in my B&W's. There's very little cone movement on a mid so you might get away with patching the rip. Its not my field of expertise but I would perhaps be looking at some fabric "pasted" over it using something tough but slightly flexible to glue it. Polyurethane varnish maybe ?
The yellow woven cone looks very similar.

I don't really understand what you are asking. You either have to repair them, rebuild them or replace them.
