Why not pick a tweeter that's good, then pad it down appropriately?

There are a lot of decent tweeters out there, but few are of such low sensitivity.

Hiquphon OW1 - 87 dB
Sounds really nice too.

But why do you want/need low sensitivity ?

I was thinking that too, it's much easier to get more than you need and tone it down with a resistor than it is to go out of your way to sensitivity match.

maybe consider that low sensitivity 'could' be caused by 'mechanical design issues'
I'm not saying that it is, only that it could be

many people have decided to do without attenuation
but also had to live with 'over enthusiastic' top

one way could be to use a small tweeter amp
maybe one with lowish gain

Many years of careful research went into developing my low sensitivity tweeter.

I'm just teasing, carry on!
