These results were modelled by BassBoxPro 6.

For max flat response, use 20L with dia. 60mm, length = 340mm port. F3 = 48Hz
For standard tuning : Use 30L, dia 60mm, length = 300mm. F3 = 47Hz, usable to 30Hz
For max bass extension, Use 40L, dia 60mm, length = 285mm, F3 = 53Hz. Usable to 25Hz

I'd go for 34 to 40L for very deep bass and reasonable group delay. 15 ms @ 25Hz

I am considering this driver for a 3 way passive XO construction in its own 20L cabinet.

What would be the effect of using a Passive Radiator instead of a reflex tube?

What would be the effect of using a variovent instead of a tube?
