I have a set of pro 22's of which one is dead. I have done all the standard checks to determine that it is not cables and or the A-700 that drives them, so I am confident that the speaker itself is defective. I am not a speaker technician by any sense of the word, so how do I determine what the fix is?

If both your tweeter and woofer (I'm taking it's a 2-way) are dead, you probably have a bad crossover component, common to both drivers, that has gone south.
