Default Heavy tweeter distortion problems

I had ordered the DT-254 tweeter from stagebeat and because they didn't have the woofer I ordered in stock they just sent the tweeter until they have the other in stock. Anyway I thought i would have a listen to the tweeter on it's own obviously through my crossover. But (I only have it very low because I didn't want to damage it) it sounds although it's playing full range not the 2.5kHz upwards which my crossover is, HERE is the link to it. So what could be going on I wired it up right but could it be because i don't have a woofer present?

1. For us to know the xover we should have the schematics (and values for the components) and also the drivers specs.
2. Can be a 6dB/1.order on tweeter.
3. Can be (cap) to low xover frequency.
4. Can be to much power.
5. Yes, sometimes tweeters don't show their real sound alone with out the main driver.
6. Not enough information.
